Does Anyone Know Any Cheap Software That Will Allow Me To Turn Digital Photos Into Sketches?

I want to organize my photos in albums but without having an image repeated on my computer. For example, I may have the image Dog_on_Car.jpg stored in the folder My Images/Holidays2006/Farm, but I would also want to have it included in the ‘Animals’ and ‘Cars’ albums (without having the ‘Dog.jpg’ repeated). I’m looking for something similar to the music lists in media players.
Do you know af any software to do this?
I love the adobe photoshop and pagemaker, however, I do not have that much money in my budget right now to purchase it! What are some programs that I could download for free that are similar? What are their main functions, etc? And where do I get these programs? Are they user friendly, etc!?

I have windows vista. A simple program to use.
I have got a few thousand pics, some of which are duplicates, and I really need to organise them into one easy location with no duplicates.

Sierra Home / Print Artist / Photo Expert is the program used to save photo scrapbook albums. It is not compatable with XP and I can’t open them to save in .jpeg. I need to find software that will open them.
I want to resize (not crop) many of my digital photographs to use for diferent applications. I am inexperienced and do not want to spend more than I have to. Any ideas? Thanks
